He was born in Savannah, GA, and was preceded in death by his parents, James William Osteen, Sr., and Maude Mitchum Osteen.
He was retired from the U.S. Postal Service, having served as a Rural Mail Carrier, and was a member of the Thunderbolt Baptist Church.
He is survived by a sister, Ola Osteen Kelley, of Bishopville, S.C.
