

Vickie Lu Carter, a woman of boundless warmth, unwavering faith, and unshakable love, passed away on April 11, 2025, at the age of 80. Born on September 12, 1944, in Miami, Florida, Vickie lived a life full of purpose, creativity, and deep devotion to her family and her faith.
Vickie grew up with a love for learning and a generous spirit. She attended Lakewood High School and later Long Beach City College, where she began shaping a future grounded in service and community. Her career led her to the City of Long Beach, where she served as a dedicated Supervisor for Billing & Collection. Her leadership and diligence left a lasting impact on her colleagues and the community she faithfully served.
Vickie’s greatest joy was her family. She met her beloved husband, Keith Carter, at church — a place that reflected the faith they both cherished. Their marriage of 47 years was filled with love, laughter, and shared purpose. Together, they raised a blended family of six children, and their home was always alive with affection, music, and the hum of a sewing machine.
A master quilt maker, Vickie poured her heart into every stitch, creating beautiful, meaningful works that will be treasured for generations. Whether traveling to new places, enjoying her favorite music, or spending quiet time with her pets — one cat and two loyal dogs — she found beauty in the simple moments of life.
Vickie was known by all as loving, kind, compassionate, and giving. She was the type of person who always had a listening ear, a warm smile, and a comforting quilt ready for anyone in need. Her life was a shining example of grace, generosity, and deep-rooted faith in the Lord.
She is survived by her devoted husband, Keith Carter; her son, Joseph Ramond; her daughter, Jennifer Fuller; her step-son, Scott Carter; her step-daughters, Becky Taylor and Deborah Carter; and her brother, Phil Vlasak. She was preceded in death by her step-daughter, Cherrill Palisamno.
Vickie’s legacy will live on in the hearts of her family, friends, and all who had the blessing of knowing her. Her memory is a beautiful patchwork of love, stitched together with faith, kindness, and joy.
A memorial service will be held Saturday, June 21, 2025. In lieu of flowers, the family encourages donations to the “Alzheimer’s Association of Orange County” in honor of Vickie.
