

William "Billy" Hemphill Davis, Jr. of Georgetown, Texas passed away November 28, 2013 at the age of 99. He and twin brother Armistead Fisher Davis were born in Georgetown, Texas on October 21, 1914 to William and Olivia Fisher Davis.
He was preceded in death by his parents, three sisters Louise Johnston, Molly Marshall, and Jenny Olmsted, his twin brother, his infant son Charles, and daughter Miriam Graham-Davis.
His well rounded childhood was filled with hunting, fishing, athletic sports, and academics. After graduation from Southwestern University and receiving his Law Degree from Cumberland College of Law in 1941 he was elected as Georgetown City Judge and Justice of the Peace. In 1942, he resigned his office to join the Marine Corp and fight in the Marshall and Solomon Islands.
At the end of World War II he returned to Georgetown to attend Southwestern University for a Masters Degree in Government where he met and married Addie Jane Howard. The marriage produced five children. Davis again served as judge and was elected and served two terms as Williamson County Attorney. His long public service career continued in Austin where he served as Assistant Attorney General to John Ben Sheppard, First Assistant District Attorney in Galveston County, and twenty two years with the State Securities Board where he worked to draft the original Texas State Securities Act. He came out of retirement in 1979 to manage the Fort Bend District Attorney’s office for two years before returning to a life of tennis, golf and fishing.
He is survived by daughter Lois Heger and Rev. Tom Heger of San Antonio; daughter Susann Wiener and husband Steve Wiener and son Will, all of Austin; six grandchildren and 11 great-grandchildren.
A memorial service to celebrate his life will be held at two o'clock in the afternoon on Thursday the 5th of December 2013 in the chapel of the Cook-Walden Davis Funeral Home in Georgetown, Texas with Pastor Tom Heger officiating.
