

Bill, as he was affectionately known, grew up in Phoenix, Arizona, and graduated from St. Mary’s High School. He went on to earn both a Bachelor’s and a Master’s degree in Nuclear Engineering from the University of Arizona. Bill proudly served in the U.S. Navy aboard the USS Truxtun, stationed in San Diego, California, for six years before starting his career in the nuclear power industry. Over the years, Bill worked for various companies, including Constellation Energy (which later merged with Exelon), Entergy, and most recently, Arizona Public Service (APS). He was known for his deep knowledge of nuclear energy and his dedication to his work.
In 1994, Bill married Mei-Ju Carter, and together they raised two children, Jessica and Joshua. Bill was an incredible husband, father, and stepson, always there for his family with love and support. He was especially known for his compassion and willingness to help others, exemplified by his unwavering presence when Mei-Ju’s parents passed away.
Outside of work and family, Bill had a passion for photography, stargazing, and collecting unique clocks. He was also a big fan of technology, cameras, movies, and crystals. He also enjoyed having pets around when he was younger (his sense of humor was evident when he named his cat "Shi**y Kitty"). He loved Mexican food and enjoyed the simple pleasures of life, like grilling steaks and setting off fireworks on the 4th of July.
Bill’s legacy will forever live on in his family and friends. He was a kind, generous, and upbeat person who always thought of others. His knowledge, humor, and love were constants in the lives of those who knew him best. He was a passionate, compassionate, and empathetic man whose presence will be greatly missed.
He is survived by his wife, Mei-Ju Carter, daughter Jessica Amanda Carter, and son Joshua Matthew Carter. He is also survived by his stepmother, Phyllis Biedess. He was preceded in death by his mother, Margaret Lee Laney, father, William Joshua Carter III, and brother, Matthew Scott Carter.
A visitation will be held at 5:30 pm on Tuesday, January 28, 2025, at Thompson Funeral Chapel, followed by a memorial service at 7:00 pm.
Though Bill is no longer with us, his memory will live on in our hearts, and we will carry his kindness and love with us forever.
