

Joe was born on May 31, 1946, to the late Ray Edison Norman, Sr. and the late Ruth Nixon Norman of Mountain Park, NC. After graduating as the salutatorian from Surry Central High School, Joe attended the University of North Carolina at Chapel Hill, attaining a degree in accounting. In 1969, Joe married the love of his life and best friend, Vicki Ann Draughn, soon before he went to basic training for service in the National Guard. Following basic training, they began their life together in Jamestown, NC. Joe began his career as a CPA with the U.S. Department of Defense’s subagency Defense Contract Audit Agency. Except for a 2-year stint with the Department of Energy in the 1970s, Joe worked his entire career with the DCAA until retirement.
Joe was a devoted spouse, father, grandfather (“Papa Joe”), brother, and friend. Joe and Vicki celebrated their 55th Anniversary before she passed, and everyone can now find comfort in confidence in the great joy that accompanied their reunion. The most meaningful part of Joe’s life was his family. With two sons into many sports, Joe coached, played in the back yard, and was a fixture on the sidelines where he met every adverse referee’s call with an “Ah, c’mon!” Papa Joe brought the same enthusiasm to the countless soccer and baseball games he attended to watch his grandchildren. It was a great joy for him, and he couldn’t wait to tell each of them how proud he was of them. Papa Joe cherished every moment with his grandchildren Thomas, Miller, Edie, Emme, Clara and Hank, and delighted in his conversations with them where he met every detail with encouragement. He may have let one or two win a game of checkers (although he usually did not). Joe was quick to share his pride as a grandfather with his friends on the Jamestown Park Golf Course and appreciated the support and love of his church family at First Baptist Church of Greensboro, and previously of First Baptist Church of Jamestown.
Cherishing Joe’s memory are his sons and daughters-in-law, Joe and Kelly of Augusta, GA, and Ben and Melissa of Greensboro; grandchildren Thomas, Edie, Clara, Miller, Emme and Hank; sisters Joyce Hamby of Elkin, NC and Robin Norman of Mountain Park, NC; sisters/brothers-in-law and their spouses Joy and Felix Freeman of Roanoke, VA, Lisha and Greg High of Dobson, NC, Robert and Dana Draughn of Dobson, NC, Lori and Charles Finch of Archdale, NC, brother-in-law Ronnie Cockerham of Dobson, NC, and numerous beloved nieces, nephews, great-nieces, great-nephews, cousins and extended family. In addition to his wife and parents, Joe was preceded in death by his brother, Buzz, and all are comforted by their reunion in heaven, where Buzz no doubt will have a funny story ready to be accompanied again by Joe’s laughter.
A celebration of Joe’s life will take place at First Baptist Church of Greensboro on Thursday, March 26, 2026, at 2:00 p.m., with a visitation following the service. Joe’s family wishes to thank all of those who have shared their support and love during this difficult time, especially their church family and pastors at First Baptist Church of Greensboro. In lieu of flowers, the family has requested that memorial donations be made to the First Baptist Church of Greensboro memo “youth missions.”
