She was born on January 13, 1935 in Carter County, KY, to the late Dewey Offill and the late Nannie (Messer) Offill. Olivia retired as an office manager in retail.
Mrs. Spiggle was preceded in death by her parents; her husband, retired USMC MGySgt Raymond B. Spiggle; five Brothers; Daniel, John Dewey, Ralph, Billy, an infant brother and an infant sister. She is survived by her sister, Helen Rayfield of Chesapeake, VA; sister-in-law, Francis Nichols of Hampton, VA; sister-in-law, Betty Offill of Olive Hill, KY; son, Raymond B. Spiggle, II and his wife, Pam of Hampton, VA; grandson, Raymond B. Spiggle, III of Gloucester, VA; great-grandson, Gage Spiggle of Gloucester, VA and many nieces and nephews.
A private family service will be held at a later date.
