

Arthur James Utter, born on April 2, 1952, in Greene, New York, passed away peacefully on November 30, 2024, at the age of 72 in Hanford, Ca. He was the beloved son of the late Edna Rapp and William Rapp Sr., who lovingly stepped into the role of father. Arthur was a cherished brother to Pete Utter and wife Elizabeth Utter, Buddy Osgood and wife Jennifer Osgood, Tony Osgood, and Bill Rapp Jr. and wife Susan Rapp, his cousin Holly Rutherford who was more like a sister as well as many nieces, nephews and grandchildren.
Arthur proudly served in the Armed Forces before returning home to pursue various trades. He dedicated much of his career to truck driving and construction, where he was known for his strong work ethic and integrity. Arthur was a man of wisdom and warmth, whose infectious smile brought comfort to those around him. He was a steadfast friend, a loving uncle, a cherished brother, and most importantly, a devoted father and grandfather.
He is survived by his daughter, Dawn Utter, and his sons, Raymond Neal and Mike Neal. Arthur's family extended beyond blood relations, as he formed deep bonds with friends who became family. He was known for his thoughtful gestures, never forgetting a birthday or holiday, and always finding the perfect card to express his feelings.
Arthur was predeceased by his mother, Edna Rapp, his father, William Rapp Sr., his brother, Rocco Utter, and his sisters, Bobbi Teran and Sandy Osgood. He leaves behind a legacy of love and kindness, cherished by all who knew him.
Services to honor Arthur's life will be announced at a later date. His family and friends will forever hold his memory close, remembering him as a beacon of love and strength. Rest easy, Arthur, you are loved beyond measure. Love you to the Moon and Back Daddy, Love your Jelly Bean.
