

Richard Owen grew up hunting and fishing with family and friends. He was a long-standing member and President of the Caddo Hunting and Fishing Club in Mooringsport, La until its disbanding in 2022. He was an outdoor enthusiast and loved spending time in the woods and on the water. He instilled that same love for the outdoors in his three boys, and took them hunting and fishing at every opportunity creating a lifetime of cherished memories and stories.
Richard was hired as a City of Shreveport Cross Lake Patrolman in the Spring of 1981. He was able to work in a place he loved to be and was truly passionate about protecting. He was a true serviceman to the Cross Lake community and is still highly regarded by regulars on the waterway. In 1996 the Shreveport Police Department absorbed the Cross Lake Patrol and Richard moved from Lake Patrolman to Police Officer. He was a true leader on the Police Department and rose to the rank of Captain before his retirement in 2007. Richard was so well respected and looked up to by his three sons that they followed in his footsteps and became law enforcement officers themselves. All three continue to serve the community today, and between Richard and his boys they have provided over 70 cumulative years of dedicated service to the City of Shreveport and Caddo Parish. He was loved, well respected, and will be deeply missed.
Richard was preceded in passing by his parents.
Left to cherish Richard's wonderful memories are his life partner; Rebecca Bowman, three sons: Joshua Owen and wife Allison, Ryan Owen and wife Amanda, Derek Owen and wife Decoda, four siblings: Ted Owen and wife Elaine, Rod Owen and wife Debbie, Nancy Webb and husband Gary, David Owen and wife Carol, five grandchildren: Skylar, Lilah, Ava, Peyton, Walker, numerous nieces, nephews, many extended family members and a lifetime of friendships.
The family would like to thank the entire Medical staff at Willis Knighton North especially the nurses, doctors, technicians, specialist, and staff of the CCU, as well as the medical and family advocates of LOPA for their care of Richard. Their care and compassion shows through in their work and they are true professionals. The family expresses a deep appreciation to Dr. Akbarian, Chenoa NP, and nurses Emily and Cheryl for their above and beyond medical care and family assistance. A special thank you to Hillcrest Funeral Home for all their assistance and compassion for the family in their time of loss.
A celebration of life service will be scheduled in the near future.
