Born November 17, 1927, in Rockbridge, VA, he lived in Virginia, the Philippines, and West Virginia, before settling in Wildomar, CA. A The United States Navy man BM1 for 22 years retiring in 1967. Elmer then joined the Military Sealift Command for 13 years. He was also a longtime member of the NHRA.
