

Fred was born in Bahia, Brazil, on June 16, 1959, where his father was posted at the U.S. Consulate. After attending grade school in Brazil and Ecuador, he graduated from Magruder High School in Rockville, Maryland, and attended Montgomery College and the University of Maryland.
Fred worked many types of jobs throughout his life, from catering, to teaching preschool, to taking care of polo horses, to serving as the housing coordinator at the U.S. Embassy in Mexico City. After 9/11, he joined the Transportation Security Administration, working at Fort Lauderdale-Hollywood International Airport and Ronald Reagan Washington National Airport. He left TSA to accompany his wife Marlene on her State Department assignments to U.S. embassies and consulates in over 20 countries in South and Central America and the Caribbean. Together they lived a life of adventure and romance, exploring different countries and cultures around the world, making friends wherever they went.
Fred was an avid photographer and gardener, and a keen observer of wildlife and nature. His enthusiasm and gusto for life were contagious; his quick wit and humor were infectious. Fred was a devoted follower of Jesus Christ, demonstrating his faith daily through genuine kindness and generosity to all people and creatures alike.
Fred is survived by his wife, Marlene Dickens, and his brother Peter Dickens.
