I am really sorry and saddened by the loss of Phil. My thoughts and prayers are going out to the whole family. I really enjoyed all my conversations with Phil especially when we talked about God and the Bible.  Because of the hope we shared from the Bible I know there will be a day when I see him again.  Revelation 21:4 “And he will wipe out every tear from their eyes, and death will be no more, neither will mourning nor outcry nor pain be anymore. The former things have passed.” 
Until then I will continue praying for his wife and children and all of those whose hearts are broken.

It is with a great sense of loss to hear of Phil’s passing.  I immediately recall many memories of days spent with our families enjoying occasions together at each others homes, PBA picnics and other times of celebration over the years. Phil was a wonderful and honorable man as well as a great and loyal friend.  I am thankful to him for each time he helped me through my life.  I will always remember him with love and admiration.  The world is a lesser place without him. Our deepest sympathies for your loss. I worked with Phil at the Hollywood police department and in the federal court system. I always remember his sense of humor.

Our sincerest condolences to the Tortorici family at this most difficult of times. I worked with Phil at Hollywood P.D. for many years and then with his son, Marc. My first squad was with the Phils (Tortorici & Diecidue) who wasted no time teaching the rookie how things were done. It was most appreciated, although not at the moment! He will most assuredly be missed and may he Rest in Peace forever more.

For many years it was on the third Friday of the month at 10:30 AM when Phil was at his best.  The "Chairman of the Board" led the way for the DROP plan to be implemented.  Public safety officers in the past and long into the future will benefit from Phil's insight and good works.  To borrow a term from Phil, I know that a "clump" of angels will great him and sing his praises.  Mitch and I will miss his friendship, his sense of humor and his loyalty to his friends.  Sincerely,

Please accept my most heartfelt condolences on the loss of Phil.  I worked with Phil at the Hollywood Police Department.  Phil always had a great work ethic, a smile on his face, quick wit, and an angel on his shoulder.  Never new a guy who used so much hairspray that would "rip the wings of a fly" (his words) and had a new car every six months (so it seemed).  He was always agonizing over what color the next car should be. Phil was always willing to help those who were in need. Phil was loved by all and will be missed very much.  May Phil rest in peace.
