Roy graduated from Hot Springs High School in 1960 and from Ouachita Baptist University in 1964 with a Bachelor of Science degree in Education. After college graduation he enlisted in the U.S. Navy and served five years, including deployments to the Philippines and Vietnam. Following his military service, Roy spent many years as the vice president of international banking for Commerce Union Bank in Nashville, Tennessee. Roy owned and operated Hamilton Harbor Yachts Marina on Lake Hamilton in Hot Springs, Arkansas. He was then sales manager at Island Marina and Pro Shop also in Hot Springs. Roy later became the Career and Technical Education Coordinator for Hot Springs High School.
Roy was a member and deacon of First Baptist Church, Hot Springs, for over forty years. He was an active member of Gideons International and a member of the Garland County Retired Teachers
Survivors include his wife, Margaret Harris-Coulter; his sons Chad (Shannon) Coulter, Troy (Els) Coulter, Ben (Andrea) Coulter, Randy Harris (Tracy); his grandchildren, Chad, Jr. (Arin) Coulter, Jordan (fiancée Remington) Harris, Hayden Wells, Emily Coulter, Isabella Coulter; his brother Ed (Lucretia) Coulter; his sister Pat (Butch) Jones; and many nieces and nephews.
Visitation will be from 1:00 to 2:00 p.m. on Monday, January 16, at Gross Funeral Home in Hot Springs. Service will immediately follow with Pastor John McCallum officiating. Burial will follow at Cutter Morning Star Cemetery.
Pallbearers will be Chad Coulter, Jr.; Jordan Harris; Hayden Wells; Jack Wells; David Brunet; and Mike James.
