

Joycelyn Webster, beloved mother, grandmother, sister, and friend, passed away peacefully on September 4, 2025, at the age of 74. She was born on October 24, 1950, in Texas City, Texas, and raised in Dickinson. She was the daughter of Joyce Norwood and Lloyd Howard and later welcomed a special relationship with her stepfather, Frank Mayes, whom she loved dearly.
Joycelyn devoted her career to caring for others as a registered nurse, holding a Bachelor of Science in Nursing (BSN). She served in many roles throughout her career before retiring as the school nurse at Hamilton Middle School. Her compassion, dedication, and steady presence touched the lives of countless students, colleagues, and families.
In 1972, Joycelyn married Billy Webster, and shortly after, the couple moved to Calgary, Canada. In 1982, they spent a year living in Melbourne, Australia experiences that gave her cherished memories and stories she loved to share throughout her life.
In retirement, Joycelyn’s greatest joy was spending time with her grandchildren, with sports coming in a close second. She loved cheering on her Dallas Cowboys and Houston Astros and enjoyed following everything from golf and tennis to the Tour de France.
Above all else, Joycelyn’s greatest joy was her family. She is survived by her children, Andrew (Sam) Webster, Amie (Matt) Ford, and Ashley Webster; and by her treasured grandchildren, River, Brandon, Bryan, Brody, Ethan, Ian, and Brayden. She will also be lovingly remembered by her brothers, Doug (Jane) Howard and Steve Howard; her sister, Cheryl (Kenda); and many other relatives and friends.
She was preceded in death by her husband, Billy; her parents, Frank and Joyce Mayes; her grandparents Lyda (Honey) & George Deavers; and her daughter-in-law, Sheri Webster.
Joycelyn’s legacy will live on in the love she gave so freely, the stories she told, and the memories she created with those fortunate enough to know her. She will be deeply missed but forever held in our hearts.
Visitation will be held from 5:00–8:00 p.m., with hors d’oeuvres served from 5:30–7:30 p.m., on Monday, September 15, 2025, at Pat H. Foley & Company. Interment will take place at 11:00 a.m. on Tuesday, September 16, 2025, at Houston National Cemetery, 10410 Veterans Memorial Drive, Houston, Texas 77038.
