

Nancy Parker Carter, a resident of Frisco, Texas, and formerly of Houston, Texas, passed away on November 13, 2025, at the age of 82. Born on June 1, 1943, in East St. Louis, Illinois, to Thelma Millard and Francis James "Salty" Parker. Nancy was known for her warmth and compassion, always making others feel embraced by her kindness.
Nancy earned her bachelor's degree in Elementary Education from Louisiana State University. After teaching third grade for several years, she taught preschool for many, many years in Clear Lake, Texas. She was married to William Carter for 60 years, and together they had two children, Lauren and Ryan, and five grandchildren, who lovingly call her Nay Nay.
Nancy had a wonderful garden that she was excellent at taking care of, and enjoyed playing bridge, watching college football, traveling the world, and running "Camp Nay Nay" in the summers, where Papa and her would make unforgettable and joyful memories with their grandchildren. She was the world's greatest grandmother and an animal lover. Her compassion for all people and animals, gentleness of spirit, fierce loyalty to her friends and family, and the special bond she shared with her sisters will be remembered by all who knew her.
Nancy is preceded in death by her father, Francis James "Salty" Parker, mother, Thelma Millard Parker, and her sister, Jean Parker Latterner.
She is survived by her husband, William Raleigh Carter, daughter, Lauren Carter Jackson (Matthew Murray Jackson), son, Ryan Raleigh Carter, and grandchildren; Parker Murray Jackson, Grace Anne Jackson, Ella Caroline Carter, Dylan Raleigh Carter, and Campbell Carter Jackson, her sister, Francis "Franny" Parker Collins (C. Peyton Collins), as well as many nieces and nephews.
A Celebration of Life will be held in her honor on November 25, 2025, at 10:00 AM at Forest Park Westheimer Funeral Home, 12800 Westheimer Rd, Houston, Texas, 77077. A Committal Service will immediately follow at 11:00 AM at Forest Park Westheimer Cemetery.
