Noel was born and raised in Oklahoma to Frank Moore and Myrtle Walton. At a young age, Noel had bounced from Oklahoma to California for work, tending to the fields. He eventually decided to make California his permanent home and settled his roots in the Central Valley.
In 1956, Noel served in the United States Army, ranking Specialist Third Class before his honorable discharge in 1958.
Noel was a resident of Stanislaus County for over 60 years. He was an active member of The Moose - Modesto Lodge 1608, as well as a member of the Freewill Baptist Church in Ceres and the Modesto RV Club. In his younger days, Noel busied himself with bull riding and horse riding. His hobbies continued to stay within the outdoors, from RV-ing to adventuring in nature.
"He was one of the most awesome men you'd ever want to meet... He'd always say, 'If I could make someone smile, then I was happy.' He was also a huge fan of Nightrain... He loved to get up and sing to them at any chance he got."
Noel is preceded in death by Noel Dwayne Jr. He is survived in death by his wife Delores, children Gary Moore & Sharon Garren, stepchildren Charles Wells and Cathy Hale, 5 grandchildren, 2 step-grandchildren, 16 great-grandchildren, 3 step-great-grandchildren, and 5 great-great-grandchildren.
