

Fred Withers Carter (Freddie), age 83, passed away peacefully of natural causes on Thursday, May 15th, 2025. Fred was born on July 24, 1941 in West Palm Beach, Florida. He graduated high school and attended college in Panama City before permanently relocating in Jacksonville.
Fred is survived by his loving wife of 45 years Rosalie Carter, his daughter Vicki Garnett, her husband Gary, his granddaughter Kelli Brown, her husband Weston, and three beautiful great grandchildren, Charlotte (7), Victoria (5), and Weston Brown Jr. (5). Fred has no living parents or siblings, but was loved by family and friends throughout Jacksonville and North Florida.
For decades, Fred was a loyal member of the International Brotherhood of Electrical Workers (IBEW local 177), beside his lifelong friend Corkey Anderson. Fred was responsible for electrical work completed at Baptist Hospital Downtown, as well as many other legacy buildings in Jacksonville’s infrastructure.
Fred loved the Florida Gators, the Jacksonville Jaguars, and was an avid dancer with Rosalie in the First Coast Shag Club, including serving as its vice president. In those active years, Fred and Rosalie often dined out with Corkey and his wife Yvonne.
Fred will be laid to rest Monday, May 19th, at Hardage-Giddens Greenlawn Funeral Home and Cemetery, 4300 Beach Blvd., Jacksonville, FL, 32207. Public viewing is from 11:00am-12:00pm, a Memorial Service from 12:00pm-1:00pm, and a Graveside Service at 1:00pm. Anyone who chooses a donation in lieu of flowers, please consider the American Cancer Society or St. Jude’s Children’s Hospital.
