She earned an Associate Degree from Louisburg College. In 1957 she married Harry E. Mitchell of Reading, Pennsylvania. In 1960 the Mitchells moved from Wilmington, North Carolina to Jacksonville, Florida with other employees of the Atlantic Coast Line Railroad. Their daughter Lynne was born in Jacksonville.
Ms. Mitchell was employed by the Jacksonville office of the federal Department of Housing and Urban Development for many years until her retirement.
Norma enjoyed birding, gardening, travel, and spending time with her family and friends. She was an active member of San Jose Baptist Church, and, later, Southside Baptist Church.
She was preceded in death by her parents, her husband Harry, her sister Mae and brother-in-law Charles Parsons. She is survived by her daughter Lynne Campbell (David) and cousin Ennis Swain (Marilyn).
A graveside service will be held at Oaklawn Cemetery at 11:00 A.M. on Tuesday, March 14, 2023 with Dr. Terry Gore officiating. In lieu of flowers the family requests that donations be made to the City Rescue Mission.
