Joseph was a police captain with the Maui Police Department. He retired in 1985 after 25 years of service.
He is survived by his wife of 62 years, Geraldine F. Serrao; children, Sonja Madrigal, Aaron (Heidi) Serrao, and Claire (James) Schissler; 5 grandchildren, Ashley Madrigal, Ashley Tavares Paris, Sean (Mia Bethell) Serrao, Stephen Schissler, and Mary Schissler; 3 great-grandchildren, Kaelyn Madrigal-Greer, Van Freitas, and Aria De Lima; brothers, Donald and Robert Serrao; and sister, Dorothy Nagasako. Joseph is also survived by his multiple nieces and nephews.
