

Parks was born in Murphy, North Carolina to the late Rev. Cecil Rice and mother Lucy Payne Rice. In addition to his parents, Parks is preceded in death by his brother Thomas and Thomas's wife Delores of Dalton, Georgia and Peyton Rice (Cammie) of Natchez, Mississippi.
Parks is survived by his children, Jeff Rice of Dallas, Georgia and Cindy Rice Mills (Jim) of Williamsburg, Kentucky and his brother Dan Rice (Betty Jean) of Dalton, Georgia, four grandchildren and six great grandchildren. Mr. Rice leaves behind a host of family and friends.
Parks was a lifetime member of the Marietta Jaycees. During his time with the Jaycees, he was actively involved with the Miss Cobb County Pageant and Miss Georgia Pageant programs. He received an award as an Outstanding Young Men of America for his service to the community.
Mr. Rice was well known for his passion for photography.
A visitation for Parks will be held Wednesday, September 17, 2025 from 12:00 PM to 2:00 PM at Winkenhofer Pine Ridge Funeral Home, 2950 North Cobb Pkwy, Kennesaw, GA 30152. The funeral service will follow at 2:00 PM with Rev. Dan Rice officiating.
The committal service will take place directly after the funeral service at Pineridge Memorial Park, 2950 North Cobb Pkwy, Kennesaw, GA 30152.
