Born on October 17th, 1927 in The Loop, outside of Lebanon, Virginia to Archie B. Fogleman and Rachel Bertha Dye, Wanda was the middle of nine children. She graduated from Lebanon High School in 1945, then moved to Kingsport in 1947.
She worked at Eastman Chemical Company for 8 years, before starting her family and teaching Kindergarten and Preschool at Cassidy United Methodist Preschool.
Wanda will be remembered for the way she loved people, and how she could talk to anyone. She will always be known for her kindness and her feistiness, never afraid to speak her mind while doing it with love. She was a faithful member and “honorary bishop” of Cassidy United Methodist Church for 61 years where she was a member of the choir and United Methodist Women, a Sunday School teacher, and volunteer in whatever way she was needed. She loved the Lord, her sweet H.A., and her family and friends so incredibly much.
Wanda is preceded in death by her husband of nearly 71 years, Hubert Allie Shelton Jr.; father, Archie Burke Fogleman; mother, Rachel Bertha Dye; six brothers, King George “K.G.”, Newland, Trinkle, Clifford “Bill”, Herbert “Hub” and Ernie “Greasy”; two sisters, Elizabeth “Libby” Wilson and Doris “Doe” Harrison.
She is survived by son, Hubert Scott Shelton and wife Melissa of Kingsport; daughter, Hope Susan Shelton Milhaupt and husband Jeff of Boone, NC; grandchildren Megan Elizabeth (Shelton) Greer and husband Elijah of Johnson City; Matthew Hubert Shelton and wife Lauren of Davisboro, GA; Maggie Grace Milhaupt of Boone; and Lucas Jeffrey Milhaupt of Boone. She is also survived by her two bonus granddaughters, Emilyn Mattice and husband Weston of Blountville; and Hadley Wilson and fiancé David of Knoxville, as well as a number of nieces and nephews.
The family would like to send their heartfelt thanks to the nurses, doctors, and staff at Holston Valley Medical Center that cared for Wanda in her final days.
To the staff at Brookdale Assisted Living of Kingsport, the family would like to send their heartfelt gratitude to providing a welcoming and loving home for Wanda for the last years of her life.

A visitation for Elwanda will be held Thursday, April 17, 2025 at 11:00 AM at Cassidy United Methodist Church, 5801 Memorial Blvd, Kingsport, TN 37664. A funeral service will occur Thursday, April 17, 2025 at 1:00 PM. A burial will occur Thursday, April 17, 2025 at 2:00 PM at East Lawn Memorial Park, 4997 Memorial Blvd, Kingsport, Tennessee 37664.
