Preceded in death by his parents, Ralph "Foster" and Maybelle Parmer; brother, Ralph Carroll Parmer; and son, Russell Thomas Parmer.
He is survived by his wife of 58 years, Dellie Gene "Jeannie" Parmer; son, Charles "Scott" Parmer; grandchildren: David Scott Parmer, Riley Thomas Parmer, Alana Jo Parmer; great-grandchildren: Brooklyn Nicole Parmer, and Jaxon Kade Parmer; sister-in-law, Charlotte Penrod; nephew, Jeffrey Sloan Penrod; and niece, Jennifer Sullivan.
Family will receive friends from 2:00 - 3:00 PM Tuesday, October 21, 2025 at Sherwood Memorial Gardens in the mausoleum chapel, with entombment to follow at 3:00 PM.
