

Jean was born in Deadwood, South Dakota. Her family moved to Rapid City where she spent her formative years through high school. After high school, she attended Black Hills College in Spearfish, South Dakota. While in college, she met her future husband, Keith Rozendal. They were married before Jean graduated because Keith joined the Navy. They went to Rhode Island for Keith to attend Officers Candidate School, and he was commissioned an Ensign in the Navy. Keith spent three years in the Navy, and two years in Norfolk, Virginia where their son Jeffrey was born. After Keith got out of the Navy, he accepted a job at Point Mugu in California. Keith, Jean and son, Jeffrey, moved to Oxnard, California where their children Debra, Timothy, and Barbara were born. Keith and Jean joined the Westminster Presbyterian Church of Port Hueneme, and in her spare time, Jean became active in politics. She eventually became Chairwoman of the Ventura County Republican Women’s Association. In 1967, Keith took a job at Teledyne Micronetics in San Diego, so the family moved to El Cajon, CA. In 1983, they started their own business, Rozendal Associates, Inc., where Jean served as Vice President until she retired in 2006.
In El Cajon, Jean continued caring for the family by becoming a soccer mom, softball and baseball mom and volleyball fan. Some would say she was more like an assistant coach. She never lost her love of politics and enjoyed watching political pundits on TV. She was an avid Padres fan too. Since childhood, she attended a Presbyterian Church although she testified to becoming a Christian as a young married woman. To many she would admit to being a sinner saved by the grace of God.
She enjoyed debating, never losing her temper. She regularly attended Bible Study especially enjoying challenging her classmates by provoking discussion. Some would say she had a dry sense of humor, making straight-faced remarks that would cause the listeners to laugh (or howl as she would say). She was generous although she preferred not to draw attention to herself, so gifts were given without notice or fanfare.
She is survived by her children of El Cajon: Jeffrey Rozendal, Debra Seifert, Tim Rozendal, Barbara and her husband Mike Wnek, brother-in-law Fred Forseth of Colorado, sister-in-law Tonja Rozendal of Arizona, grandchildren: Heidi and her husband Zachary Thomas of Alpine, Andrew Seifert, and Michael Wnek of San Diego, Katlyn and her husband Jared Gross of San Marcos, Elizabeth and Gabriela Rozendal of El Cajon, great-grandchildren: Juniper, Maxwell, Sage and Olive Thomas and Joy Gross. And many loved nieces and nephews Mike Willis, Jan Forseth, Carol and Jeff Meier, Mark Hickethier, Eric and Kim Forseth, Ron and Carol Forseth, Jay and Lisa Forseth, Sandy and Steve Halley, and their children and grandchildren.
Jean was preceded in death by her husband John Keith Rozendal, her parents Engelbert and Ruth Frederick of South Dakota, sister Mary Willis and her husband Stafford Willis, and niece Linda Willis of New York, sister-in-law Jean Forseth and niece Lora Hickethier of Colorado, brother-in-law Theodore Rozendal of Arizona, son-in-law Gerald W. Seifert, daughter-in-law Maria Luisa Rozendal and granddaughter Brittany Wnek of El Cajon, California.
A graveside service for Jean will be held at 2:30 pm Friday, October 10, 2025 at Singing Hills Memorial Park, 2800 Dehesa Rd, El Cajon, CA 92019. A memorial service will occur at 11:00 am Saturday, October 11, 2025 at New Life Presbyterian Church, 5333 Lake Murray Blvd, La Mesa, CA 91942.
