He was the son of Jabez and Lillian Collins. Clare grew up in Brandon Manitoba.

Clare was an active child who took part in baseball and was a very good swimmer. However, to Clare, the most fun to be had was simply playing and spending time with his friends.
Clare was blessed with one son. Another blessing for Clare was the gift of two grandchildren, Shannon and Diana, and three great grandchildren, Kylea, Brexton and Daisha.
Fortunately, Clare enjoyed what he did for a living. Showing a strong work ethic, Clare worked diligently and did his best to succeed in his career. His primary occupation was a foreman at Carling Breweries in Vancouver where he was employed for 33 years. Clare always sought to be a team player, doing what was necessary in order to get the job done.
