

With heavy hearts, the family of Cecelia J. Kelley-Arter announces her peaceful passing on June 4, 2025, in Los Osos, California, at the age of 78. A beloved wife, mother, grandmother, sister, aunt, and friend, Cecelia lived a vibrant and inspiring life filled with love, creativity, and accomplishment.
Born in Boston, Massachusetts, Cecelia was the daughter of the late Arthur Kelley and Evelyn Kelley (née Timmons). One of twelve children, she was predeceased by her beloved siblings :
Frank Kelley of Florida and Massachusetts; and Patrick Kelley, Maureen Kelley Marlowe, Bernadette Anderson, Kathleen Kelley Bonfilio of Massachusetts.
Cecelia is survived by her devoted husband, Philip Arter, and by her loving siblings:
Paul Kelley and his wife Joanne of Florida ; Peter J. Kelley of California; Thomas C. Kelley and his wife Ginger of Florida and Massachusetts; Anna M. Kelley of Massachusetts; Patricia Kelley Morris of Massachusetts; and JoAnne and her husband Vinnie Woll of Raleigh, North Carolina.
Cecelia leaves behind her cherished children, Ian and Heather Forte, and Cameron and Jamie Forte, and was a proud grandmother to Cora, Theodore, Arthur, and Liliana—each of whom brought immense joy and pride to her life. Known affectionately as “Auntie Celia,” she was also a treasured aunt to a large extended family of nieces and nephews who adored her sparkling sense of presence and humor.
Cecelia was a woman of many talents and passions. A gifted and award-winning cake decorator, she brought beauty and artistry to every celebration she touched.
A natural entrepreneur, Cecelia was the successful and proud owner of a custom dancewear and activewear boutique called “And Apple Pie” in Santa Monica. She also owned a second boutique called the Cecelia Kelley Emporium, also in Santa Monica California.
Cecelia’s legacy lives on in the hearts of all who knew and loved her. She will be deeply missed and forever remembered.
