

Ike was predeceased by his parents, William Rhubin & Floetta Toy, a brother, Victor Goldman, a sister, Wiletta Palmer and a grandson, David Meadows.
He is survived by his wife of 45 years, Kathleen A Toy, children Jeff Toy of Irvington KY, Sherri Jo Moore (Tom) of Jeffersonville, IN, Michelle Wray of Louisville KY, bonus daughter Teri Lachman (Kirk) of Las Vegas NV, special daughter, Jodi Henderson of Jeffersonville, IN, and brother-in-law Stan Kullbom (Lissa) of Mesa, AZ. He is also survived by 5 grandchildren, Tony Meadows Jr. of Dallas TX, Krissy Chavez (Manny) of Grand Prairie TX, and Annie Gregory (Erik), Elizabeth and Amy Wray of Louisville KY, and one granddaughter-in-law, Cyndi Meadows of Niceville, FL plus 6 great grandchildren and many nieces and a nephew.
He began his work life by serving in the U.S. Air Force for 6 years, then became a police officer for the Louisville KY department and then for the Fremont Nebraska department. During that period, he also established Toy's Construction doing remodels and new building construction. He then returned to his hometown of Louisville KY and went to work for the Federal Government at Fort Knox, KY. He retired from his position as Chief of the Contract Inspection Branch in 1997. At that time, he and his wife moved to Breckinridge County and built a home, shop and outbuildings on their 55 acre cattle farm and resided there to the present time. He was also a Master Mason, Scottish Rites and a member of Kosair. He was a member of Irvington United Methodist Church for 26 years.
The family chose cremation. A memorial service will be held at 11am on Tuesday, October 21, 2025 at Irvington United Methodist Church, followed by interment of his ashes at Kentucky Veterans Cemetery Central, Radcliff.
