He graduated from Valley High and received both his undergraduate and law degrees from the University of Louisville. He was a member of the Kentucky Bar Association and ended his career at the Legal Aid Society.
Even before working for the nonprofit, Roy was known to help people who could not afford legal assistance, often providing pro bono or low-cost services. He was a person many turned to when they needed support and routinely thought of others over himself.
Roy never met a stranger and was happy to carry the conversation, even if it included a few repeat stories. He had an infectious smile and lent a sympathetic ear.
He enjoyed writing, playing music and talking politics.
Roy was preceded in death by his father, Roy Skaggs Jr. He is survived by his mother, Sylvia Skaggs; brothers, Eddie, Chris and Dana Skaggs; partner, Kate Turner; five nephews; two nieces; five great-nieces and one great-nephew.
Visitation will be 4-8 p.m. Saturday, Sept. 27 at Arch L. Heady and Son, 2428 Frankfort Ave.
