

Joe William Billups, 89, passed away on Sunday, October 16, 2016, in Herington, KS. He was born March 11, 1927, Detroit, TX, son of Carlton Holt and Elsie (Rodgers) Billups. He served in the US Navy during WWII and the Korean Conflict. Afterwards was employed by the US Postal Service serving as Post Master in Seminole and Dalhart, Texas. Remaining in Dalhart after retirement, he served as County Commissioner and as Assistant Chaplin in the area’s prison ministry. Survivors include his wife Barbara; one son, Mel (Jo) Billups of Abilene, TX; two daughters, Marcheta (Alan) Jockimsen of Midland, TX, Lynniece (Jim) Hill of Lubbock, TX; step children, Mark (Jan) Brewer of Cedar Rapids, IA, Jay Max Brewer (Kent) of Dallas, TX, Carla Gaughn of Dallas, TX, Julie (Shaun) Keithline of Herington, KS; grandchildren, 12 grandchildren and 14 great-grandchildren.
