Born on June 7, 1938 in Danville, he was the son of the late Moses and Nellie Downey. Billy retired from Lynchburg Plate and Glass and enjoyed hunting, fishing, gardening and shopping.
In addition to his parents, he is preceded in death by his siblings Carroll Downey, Sadie Lawhorne, Bernice Liar, Irene McCormick, and Eddie Ray Downey.
He is survived by a special caregiver, Shelby Campbell and her family; son, Mark Downey; brother, James Douglas Downey; and numerous nieces and nephews.
A memorial service will be held at 2 p.m. on Sunday, February 26, 2017, at Whitten Park Avenue with Celebrant Carol Tyree officiating.
