Surviving are his wife, Karen Carter, one daughter, Susan Carter, and one step daughter Sherry Woods-Carter. His parents, Charles W. Carter of Portsmouth and Mary Davis of Mansfield. Three brothers, Charles Jr., Earl and Jeffrey Carter all of Mansfield; one half brother, Vincent W. Carter of Sebring, Florida; six sisters, Connie Sparks of Mansfield, Linda Conley of Federalsburg, Maryland, Georgetta Davis and Tammie Queen of Portsmouth, Ohio, Wanda Enderle of Wooster, Ohio, Jeannette Kilgore of Mansfield, Ohio.
Friends may call Tuesday, 3 to 5 and 7 to 9 p.m. at the Diamond Street Home of Wappner Funeral Directors where services will be held Wednesday at 1:00 p.m., conducted by Pastor Michael Rogers. Burial will be in Mansfield Cemetery.
