Mack was born on June 12, 1948 in Rotan, Texas to William Cecil Dowell and Erma Ona Porter (Dowell). He joined the U.S. Army on January 2, 1969, and was honorably discharged in January 1970. He then went to work at Richard Daniels Full Service Texaco Station in Moody. He also worked at McMullen’s Auto Parts in McGregor. In 1977, he went to work at Smead Manufacturing in McGregor, until his retirement in 2011. Mack had a passion for helping others in any way he could. If it was going to visit, mow a yard in which he loved to do, or just anything he could do to help. He attended Trinity Fellowship in McGregor, Texas where he loved his church family, Pastor Roger West, and wife Sue West.
Mack is preceded in death by his parents, three sisters, LaDean Lehmann (Dutch), Christell Brown (Monty), Mary Ann Terry, and a beloved sister-in-law Lynda Dowell, and niece Maggie Dowell.
Mack is survived by his daughter Chambrey Chapman (Keith Roberts), three granddaughters that he loved dearly, and was his pride and joy, Za’Kierryah, Zhari, Zy’Eyre Chapman. Two brothers Billy Dowell (Willie), and Ronny Dowell. Two sisters, Shirley Pennington of North Carolina, Neray Ragsdale (Michael) of St. Louis, a special brother in law Thomas “Buddy” Terry. Last but not least a host of nieces and nephews.

A visitation for Cecil will be held Tuesday, March 21, 2023 from 6:00 PM to 8:00 PM at Cole Funeral Home, 1113 West 5th Street, McGregor, Texas 76657. A funeral service will occur Wednesday, March 22, 2023 at 10:00 AM at First Assembly of God, 317 Avenue D, Moody, Texas.
