

Joe was born on March 28, 1952, in Vigan, Philippines. He earned his Bachelor of Science in Commerce from Saint Louis College in March 1975.
In December 1979, Joe entered the United States Marine Corps, where he served his country with honor and dedication, attaining the rank of Sergeant. He was a veteran of the Persian Gulf War in 1990 and received several commendations, including the Expeditionary Medal, Humanitarian Service Medal, and Good Conduct Medal. He was honorably discharged in June 1991.
Following his military service, Joe continued his career at Camp Pendleton, where he worked from June 1991 until his retirement in May 2012.
Joe will be remembered by his family and friends as funny, easygoing, and strong-willed—a man who brought laughter and strength to those around him. He was a man of few words, yet his presence spoke volumes and could fill any room. Though he often kept to himself and valued quiet moments, he was always present for shared meals and cherished time with family and loved ones.
He is survived by his beloved wife, Zenaida; his children, Irvin, Ian, Agustin, and Lani; and his grandchild, Selene.
A memorial service will be held on May 20, 2026 at 10AM at the St Martha’s church in Murrieta, a long time church member of over 20 years and a burial service following at 12:45pm at the Riverside National Cemetery.
At the time of his retirement, his coworkers honored him with a plaque that read:
“The ultimate measure of a man is not where he stands in moments of comfort and convenience, but where he stands at times of challenge and controversy.”
