Floyd Spears...he was the Executive Officer at USAID/Jamaica when I started my career there back in 1990.  I remember being introduced to him in his office and the smell of tobacco from his pipe permeated the air.  In those days smoking in the office was allowed.  He would walk around with his pipe, always had a smile, always pleasant and even keeled, a quiet dignity about him.   He treated the foreign service nationals with respect and his southern manners always was evident in how he conversed with us.  Your love story with one of our Jamaican flower (Cheryl) was beautiful.   In cricket parlance...you batted well...rest in peace.

My dearest Cheryl, Iwas so saddened to hear about the passing of your beloved husband.
At 91 years old, he lived a long and meaningful life, and I feel truly grateful to have known him, not only as a respected boss, but as a kind and steady presence in the workplace. He led with integrity, patience, and quiet strength, and those of us who worked alongside experience. His guidance and example left a lasting impression on me, both professionally and personally.

I could not have wished for a better executive officer during his tenure in Jamaica. His calm demeanor and his ability to solve problems will always be remembered.  Our friendship continued after his departure from Jamaica and his retirement. Our deepest condolences go out to Cheryl, his wife and other family members. Remembering Floyd Spears,
During the period 1986-1998, Floyd was my closest personal and professional contact. We were both employees of the U.S. Agency for International Development and served together in both Jamaica and Ghana.  I was a manager within the Agency and Floyd on the country management team as the Executive Officer.  He was responsible for human resources, housing and overall logistics within the country office.  Together, we worked on numerous issues each day.
Floyd was totally dependable, wise, experienced in his craft, gregarious, and liked by all his subordinates and colleagues.  He was my friend and closest advisor.  Coincidentally at the same time, I worked closely with his wife Cheryl who was my Executive Assistant in Jamaica and Ghana.  Two delightful persons.
When thinking of Floyd, I am reminded of the best combination of personal and professional relationships that I experienced during my time served overseas.  Floyd Spears, a genuine good guy, has my salute as one of the best to have served in the USAID foreign service.

Floyd you will be greatly missed my condolences to Cheryl and the entire family.  You and Cheryl were always such a joy to be around I thank God that I was blessed to meet you and Cheryl through your brother Frank Spears who is married to my sister Dorothy “Jean”.  You were such a delightful and intriguing person to be around your calmness, your intellect  was always refreshing.  You will be missed but not forgotten .  May God strengthen and comfort the family.

Cheryl and family we go a long way back so I have many memories of Floyd and your family.  How can I forget his quiet smile.  He never had a harsh word the many years he was my boss at USAID/Jamaica.   How he carried his pipe and knocked it against hand to release ash. He introduced me to gumbo! He was the best man at Jim and I wedding in 2018.  We spent time with him and Cheryl in Florida.  Floyd you will always be in our hearts.  "Jim and Linnette Taft"
