She was born Rosa Alberta Carter on July 10, 1938 in Halifax, VA to Mildred Medley and Paul Benjamin Carter. She graduated as valedictorian of her high school class at the age of 16. At the age of 17 she went up north where she studied and achieved a certification in computer technology. Rose had a long and successful career with the United States Postal Service, retiring after more than 25 years of service in 2005.
Rose was known and loved as a mother to all. She was affectionately known as “Suga Babe” “Mama Rose”, “Mama Dukes” or “Ma Dukes”. She worked tirelessly to care for others, and she cultivated “family” everywhere she went. Her passion was her children and she was actively involved in their lives and the lives of their children. She loved game nights and getting together with friends and family.
Rose is survived by her sisters Louise Cannon and Ethel Barbour; her children Kelby (Lee), Kira, and Richard Todd, her grandchildren Andrew and Blake. She also leaves her stepchildren Louise Paige, Victor Howell, Vincent Howell, Diane Howell, Cecilia Pitt, Miriam Wilkins, Shayron Saunders, Irving Howell, Florence Johnson and host of step-grandchildren step-great-grandchildren, nieces and nephews. Rose is preceded in death by her sister Cleaster Hayes, her brother Paul Carter and her parents Mildred and Benjamin.
