

Frank Ray Brown, 89, passed away March 7, 2011, at Saddleback Hospital he was surrounded by his wife and family. Frank was born December 21, 1921 in Berwyn, (Carter County), Oklahoma and was a resident of Laguna Woods, CA until his passing.
He’s survived by his wife Shirley Brown; two sons and stepson - Phillip R. (Fay) Brown of Laguna Woods CA, Leslie F. (Susan) Brown of Templeton, CA, and Clinton Shepard of Morgan Hill, CA. two daughters and stepdaughter - Loretta (Jim) Stephenson and Karen Campbell both of Medford OR, and Conni (Antony) Billes of Templeton, CA
.
Eight grandchildren – Carole Dameron, Colleen Guinn, Phillip Brown Jr., Frank R. Brown II, Brittany Brown, Heather and David Hedberg, and Rebecca Stewart; five step-grandchildren - Nicci Griffith, Scott Needleman, Daina Acin, Evelyn and Fiona Billes; five great grandchildren – Jamie, Lauren & Kiersten Dameron, LeAnn Brown, Jude Stewart, Candice Dempsey and Danielle Dusseau.
Franks career in law began during WWII where he served as an Investigator with HQ Det. 519th Military Police in the Southern Philippines (Liberation) in 1945 and later as a Provost Marshal with the Eighth Army Division in Yokohama, Japan in 1946. Frank received several decorations and citations during his enlistment - Asiatic-Pacific Theater Campaign Ribbon with 1 Bronze Star, 2 Overseas Service Bars, the Philippine Liberation Ribbon, a Good Conduct Medal, a Victory Ribbon and an Army of Occupation Ribbon Japan.
On August 1, 1947 after receiving his Honorable Discharge he went on to join the Los Angeles Police Department (LAPD). Where he served until he left in October 1958 to pursue his career in the field of law as an Attorney. He continued to practice in the area of law and in June 2005 he became an Administrative Law Judge for the U.S. Department of Health and Human Services, Western Field Office in Irvine, CA where he remained until his passing.
Frank’s passion were his gun collection and to shooting skeet. He held a life time membership with the National Skeet Association became president of the Southern California Skeet Association in 1973, held several championships and qualified for the 1972 Olympic Skeet Shoot.
Frank’s wife Shirley wrote, “Frank was deeply loved and respected by all who had the pleasure to have known him. He was thoughtful, kind and a good husband, father, grandfather and great grandfather. He will be forever missed.”
The family will receive friends Friday April 1, 2011 from 1:00 – 8:00 p.m. at Eternal Valley Memorial Park located in Newhall, CA. and services to be held on Saturday April 2, 2011 at 1:00 p.m.
