

Rosser “Happy” Hope Miltier, Jr., 86, passed away peacefully on April 22, 2025 immersed in love. Happy was born in Portsmouth, Virginia to the late Ida Miltier and Rosser Hope Miltier, Sr. He retired as a warehouseman from the Portsmouth Redevelopment and Housing Authority and spent some of the early days of his retirement as a Walmart greeter handing out smiles (and smiley face stickers). He was a former long-time member of Temple Baptist Church. Before his wife’s passing, Happy’s favorite pastime was rocking on the front porch hand-in-hand with her waving at friends. Happy did not know a stranger; a stranger was a friend waiting to happen.
Happy is preceded in death by the love of his life, his adoring wife of 59 years, Virginia Miltier. Their love was timeless and eternal. He is also preceded in death by his youngest son, Phillip (Cindy) Miltier and a brother, Joseph (Vivian) Miltier.
Left to cherish Happy’s memory are daughter, Deborah Redmon, sons William (Bonnie) Miltier and Ronald (Lori) Miltier, brothers Johnny (Dottie, deceased) Miltier, Raymond (Darlene) Miltier, and Donald (Kathy) Miltier. Happy was a beloved grandpa to many grandchildren and great-grandchildren; being the best grandpa took no effort for him – he was a natural.
He will be missed so deeply by anyone who had the privilege to know him and love him.
A visitation for Happy will be held Monday, April 28, 2025 at 1:00pm at Woodlawn Funeral Home, 6329 E. Virginia Beach Blvd., Norfolk, Virginia 23502. A funeral will be held immediately after at 2:00pm.
