Joe Frank Halkins was born on October 14, 1938, in Sherman, Texas. He was the son of Frank and Lois (Wheeler) Halkins. He grew up in Madill, Oklahoma, attending Madill Public Schools and graduating from Madill High School in 1956. He then furthered his education at SW State College for two years. Following his education he entered the Oklahoma Army National Guard full time active reserve with periods of active duty serving during Desert Storm receiving numerous medals and achieving the rank of Chief Warrant Officer 4 retiring in 1994. He married Beverly Jane Gee on December 19, 1968, in Oklahoma City, Oklahoma. He enjoyed traveling and spending time outdoors and with family.
He was preceded in death by his parents; and one daughter, Holly Jean Halkins.
He is survived by his wife, Beverly Halkins of the home; one daughter, Kathy Lynn Halkins of Houston, Texas; one son, Alexander V. Halkins of Norman, Oklahoma; three grandchildren, AJ Halkins, Nevaeh Halkins, and Aaliyah Halkins all of Norman; and two sisters, Ann Beal of Dallas, Texas and Claudia Rae of Bloomington, Illinois.
