He was born on February 1, 1948, in Pulaski County, Arkansas, across the street from Sylvan Hills Golf Course (now Centennial Bank Building).
Paul was preceded in death by his wife Carolyn Sue Harris; parents, John Vance Lybrand and Myrtie Marie Taylor Lybrand; brother, James Vance Lybrand.
He is survived by sisters, Stella Norman and Patsy Smith; sister-in-law, Patricia Cole (Dennis); brother-in-law, Larry Harris (Jane); and many nieces and nephews.
Paul owned/worked at Lybrand Electric Inc. for 43 years.
He accepted the Lord and was saved and baptized at Sylvan Hills First Baptist Church. He was a member of Runyan First Baptist Church.
Paul was a member of Jerusalem Prayer Team and awarded donor of the year 2004\2007 to help hospitalized veterans. He was a member of the National Rifle Association of American, Arkansas State Board of Electrical Examiners, International Association Inspectors, and National Association of Home Builders of the United States. He received the Certificate of Recognition Christian Appalachian Project.
Visitation will be Saturday, February 1, at 10:00 a.m. and funeral services at 11:00 a.m. at Griffin Leggett Rest Hills in North Little Rock. Interment will follow at Grapevine Cemetery in Grapevine, Arkansas.
