She was born in Brandon Manitoba to Hugh and Donalda Morris. After her dad died, she and her mum ended up in Caulfeild, West Vancouver.
Jocelyn went to Crofton House and then UBC for a year. After that she trained and worked as a Lab Technician.
She married Gordon Cowan on January 19, 1957. They moved to Revelstoke for a short time, returning to West Vancouver, where they lived for almost 40 years. They had been introduced to the Cariboo region of BC, vacationing there for many years before moving to Green Lake in 1997.
