

Mathias William (Bill to his friends and Phousie to his family) Packer, Jr., a devoted husband, brother, father, grandfather, and friend, passed away peacefully on January 19, 2025, at the age of 89. He leaves behind a legacy of love, resilience, and unwavering dedication to family, work, and community.
Bill was preceded in death by his beloved wife of over fifty years, Jo-Ann (Ostendorf) Packer, his lifelong partner and soulmate. Together, they built a life grounded in love, loyalty, and determination. He was also predeceased by his parents, Mathias William Packer, Sr., and Marthena Jennie (Orner) Packer, as well as his sisters, Kathleen Creamer and Norma Laffoon.
A proud and loving father, Bill is survived by his daughters, Kimberly Gail Packer, D.D.S. (husband Konstandinos “Gus” Rigopoulos), and Deborah Lynn Packer, M.D., as well as his cherished grandchildren: William Mathias Foster, Beis Mathias Rigopoulos, Jacqueline Joann Foster, and Daniel James Foster. Bill’s family was his greatest source of pride and joy, and his role as a father and grandfather was his most treasured calling. He was their mentor, protector, storyteller, and constant source of encouragement, always believing in their potential and celebrating their accomplishments. Together with Jo-Ann, he gave them wings to soar while remaining their steadfast anchor.
Bill lived a life of purpose, resilience, and service. For over 40 years, he worked as a Freight Conductor on the Railroad, beginning with the Pennsylvania Railroad and retiring from Conrail. His commitment to his coworkers and his belief in fairness led him to serve as a union representative for the United Transportation Union Local 454. Bill was a fierce advocate for workers’ rights, fighting tirelessly for justice and equity in the workplace.
Beyond his dedication to his career, Bill exemplified the value of lifelong learning. He earned a nursing degree through his GI Bill benefits and worked at the Maryland Shock Trauma Unit, the nation’s first of its kind. There, his compassion and skill brought hope and healing to many. His determination to grow and serve was a hallmark of his character.
Bill’s life was also defined by his deep commitment to service and community. A proud Freemason for over 60 years, he was an active member of the Scottish Rite and Boumi Temple, embodying the principles of brotherhood and philanthropy. During the Cold War, Bill answered the call to serve his country, working with the Nike Missile Program in the Baltimore area, safeguarding the nation during a pivotal time in history.
While his professional and civic contributions were remarkable, Bill found his greatest fulfillment in life’s simple joys. He loved to dance with Jo-Ann, travel to new places, listen to country music, watch Westerns, nurture his home and garden, and care for his beloved dogs. His warmth, humor, and zest for life were contagious.
To his family, friends, and coworkers, Bill was a guiding light—always ready with a helping hand or a story to lift the spirit. His strength, humility, loyalty and compassion left an indelible mark on all who crossed his path.
The family wishes to express their deepest gratitude to the caregivers, friends, and loved ones who supported Bill throughout his life, especially during his final health challenges. Your kindness and care brought comfort and peace to his journey.
Bill is also survived by his siblings: Doris White, Marjorie Wolf, Carol Boehmlein, Ronald Packer, and Sharon Kincer; his loving aunt, Rovena Fenstamaker; many nieces and nephews; and an extended family that he loved dearly.
Visitation with family and friends will be held at Schimunek Funeral Home Inc., 9705 Belair Rd. Nottingham, Maryland 21236, on Sunday, January 26, 2025, from 2–4 p.m. and 6–8 p.m. A funeral service will follow on Monday, January 27, 2025, at 11 a.m. at Schimunek Funeral Home, with an interment at Darlington Cemetery.
In lieu of flowers, the family kindly requests donations be made in Bill’s honor to the Shriners Children’s Hospital or the local ASPCA, causes close to his heart.
Though Bill has departed this world, his spirit endures in the lives he touched, the lessons he taught, and the love he shared. His life reminds us of the power of service, resilience, and unconditional love.
Bill will be dearly missed but forever remembered as a shining example of kindness, strength, and selflessness—a man whose legacy will inspire generations to come.
