Phillip was preceded in death by his wife, Brenda Williams, and father, Herman Lee Williams.
Phillip leaves to cherish his memories; mother, Mary Williams; daughter, Elizabeth “Diane” Williams; grandson, Devin (Katie Peek) Williams; and siblings, Brenda Thomas, Cathy Williams, Debbie Huggins, Danny Williams, Tim Williams, and Michael Williams.
Phillip retired from TDOT after 38 years of service.
A gathering of Family and Friends will be held Wednesday, October 3, 2018 from 11:00 a.m. until 1:00 p.m. at Hermitage Funeral Home.
Celebration of Life services will be held on October 3, 2018 at 1:00 p.m. and committal services will follow at Hermitage Memorial Gardens.
