He was born on February 26, 1943 in Lachine, Quebec to Percy and Helen Marsden.
Elgin graduated from Concordia University prior to joining the Royal Canadian Air Force, where he served as a logistics officer for 25 years. During his time in the RCAF, he provided logistical support for the 1976 Montreal Olympic Games and served a tour of duty with the United Nations Peacekeepers in Damascus, Syria. He then worked for National Defense as a budget officer, reporting to Central Agencies, NATO, the United Nations, and others for 21 years. He retired in 2014 after serving Canada for 46 years.
He married Judith Gunston and they had two children, Daniell and Nancy, before divorcing.
Elgin was an active golfer and skier. He was a member of Hylands Golf Club in Ottawa and a ski instructor at Camp Fortune in Chelsea, Quebec.
Elgin is survived by his son Daniell, daughter Nancy, sister Margaret, and brother Lyon.
A memorial service will be held Tuesday, November 15th at 11 am at St. Thomas The Apostle Anglican Church in Ottawa with the Rev. Tim Kehoe officiating.
