

Born January 18, 1945 in Pekin to Charles O. and Evelyn Anna (Winters) Phillips, she married Charles Everett Shelton on July 28, 1963 in Pekin. He died July 2, 2001 in Pekin. Her parents also preceded her in death.
Surviving are two daughters, Angela (John, Jr.) Sheaffer of Bellevue and Erica (Mike) Kettle of Dunlap; seven grandchildren, Larry (Amber) Vicary, Jr. of Peoria, Tony Sheaffer and Zachary Sheaffer, both of Chesapeake, Virginia, Amber Vicary-McGarr of Bellevue, Kevin Walters, Rachel Kettle, and AnnaMae Kettle, all of Dunlap; and one sister, Carol A. Reed of Pekin.
Judy worked for Laidlaw Transit Company and First Student, Inc., both in Bartonville as a bus monitor for 14 ½ years, last working in September.
She was a member of First United Presbyterian Church in Pekin.
Judy enjoyed playing bingo and going to the Barn II Dinner Theater in Goodfield. But her greatest joy was spending time with her family and friends.
Her funeral will be at 10:30 a.m. Monday, November 3, 2008 at the Preston-Hanley Funeral Home, Pekin Chapel. Pastor John Sheaffer and Pastor Roger Davis will officiate. Visitation will be from 2 to 4 p.m. Sunday at the funeral home. Burial will be in Glendale Memorial Gardens in Pekin.
