He was born on August 2, 1945 in Lancaster, OH to Roy and Charlotte (Kruckeberg) Phipps. He married Leslie Barra on October 8, 1983 in Peoria.
He is survived by Leslie, his wife of 38 years, his four children, Michelle Lindee, Stephanie (David) Hohmann, Jennifer (Gary) Darrow, and Ryan Phipps, as well as ten grandchildren, Shelby Phipps, J.T. Jackson-Hohmann, Shannon Jackson-Hohmann, Griffin Darrow, Cassidy Darrow, Dylan Lindee, Lillie Phipps, Damon Lindee, Jack Phipps, Vince Hohmann, and two great-grandchildren, Arya Henderson and Oliver Henderson. He is also survived by his sister, Dottie (Gary) Young.
He was a Med-Evac pilot in Vietnam and ran 636 missions with 1605 patients and 618 combat hours. He retired from the army November 13, 1992 as a CW4/W-4.
