Circumstances dictate that I am unable to attend Neal's funeral, but I am happy to have the opportunity to express my condolences to the Cathcart family on you loss. My parents, Ray and Lorraine Challice always spoke very highly of Neal and considered him one of their best friends. Neal was always there to lend a hand, whenever he saw the need, and always with a smile on his face. During my father's last years, when he was very sick, a visit from Neal would always get him chuckling about something and lifted his spirits.  He will be missed by all who knew him.

He would giggle after a show he saw the joy in the crowd. I will always remember the fun we had and the mischief we got into. Neal was one of a kind.

Neal and I had our political differences but his kindness and sense of humour I will always remember, also respect for each others  viewpoints . In politics that is what you do , you try and do the best for the people you serve ,which we did stuck to our convictions , we fought together on many issues and disagreed on others that’s politics. . I will always remember the day Margarette and Neal took me through the field in the back of their pick up truck after they had seen a Big Buck told me to get right over . What a ride that was I think we hit every gopher hole and bump and rock possible ! Laugh 😆 never did we laugh  so hard at my determination ! Neal sure knew how to be the Clown 🤡 and I got to know his kind side and giving side . He dedicated his life to the betterment of the township and Ptbo County . God Bless you and thanks for all you did and thanks for the laughs and good times and for getting me into Politics .Both of our hearts were in the right place while we served . The job is not easy the consequences have long reaching consequences for the future .

I met Neil a long time ago,  in Toby's bar. He came to the bar, stood beside me. And when I looked up at this tall man, there stood a clown red nose and all, and the biggest smile. I grew to like this man, as a good friend with the biggest heart.

A long time ago at the start of Peterborough Santa Claus parade, a clown walks up to Ross & presents him with a bouquet of flowers. Then, he introduced himself. Surprised because we weren’t expecting Neal as a clown & laughter. Great memory & great conversations over the years at family events.

Met Neal through the Junior Farmer program.  There was always chuckles when Neal was around.  A great guy!  Rest in Peace Neal!!

I spent one term on Council with Neal and although we disagreed on some of the issues that came before Council we always had respect for each other and never let our different points of view cloud the real reason we were there, that being to serve the people of Cavan Monaghan to the best of our ability.  He had his detractors but was much smarter than some folks gave him credit.   We were able to disagree without being disagreeable.  That quality seems lacking in today's world.

Though  Neal forgot a few things he NEVER forgot my birthday ! His greeting would be January 25 ..am I right?   He’s been our cousin  for all our lives as the oldest Cathcart  grandchild.. how lucky  our Cathcart grandparents got to meet him .    Springville will be a little  less joyful and  we will have to resurrect some of his beloved jokes . Heavens’s farmlands will be well looked after. !  You’ll be missed Neal …Jane xo

We first knew Neil through the Ontario Junior Farmers as early as the 1960s.  Neil was broadly known, particularly for his humour, within the Junior Farmers all across the province.

Neil made a positive impact on the community.

Neal was a steady presence at Cathland Farms, a literal bright light in the country that could be seen from the bottom of the Springville hill. The Cathcart genes run strong, and though 'cousin' Neal is no longer on this earth, I know his presence will still be keenly felt. Rest in peace.

Neal, Rick, and Barry clowned together for years as part of the Kawartha Clowns,  a unit of the Peterborough Shrine Club.  
There were other clowns in the unit but these three  seemed to bond together and made up skits, worked parades, and could feed off each other for jokes and ideas making them a great team, and creating a lasting friendship.
Even though miles separated them these last 35 years, we still got together whenever we could.  
We're so pleased that we were able to be out to lunch with Neal, Connie, Barry and Judy on September 13th.  A memory etched in our hearts.
Our final visit with Neal was in Centennial Place in early October. The fact that he called us by name and cracked some jokes was the typical Neal.
