Frances graduated from Simpsonville High School and attended the University of Louisville. She married William Howard Tate on September 18, 1987. Frances worked for the State Legislature in Florida and Texas, as well as working for Kohls. She was member of the Cedar Valley Baptist Church in Elgin, and had a passion for helping others.
She is survived by her daughters, Cheryl Lynn Hansen and Donna Bernhardt; grandchildren, Henry Palmer IV, Monroe Whitman and Andrew Hansen; sister, Nancy Lou French; and 4 great grandchildren.
A graveside service for Frances will be held 1:00 pm Tuesday, December 26, 2023 in the Cook-Walden/Capital Parks Cemetery, 14501 North Interstate 35, Pflugerville, Texas 78660.
