Neil was born on December 10th, 1956, in Big Spring, Texas, the fifth of seven children. While his father served in the Airforce, Neil and his family lived in Alaska and Washington before moving to Austin, TX in 1971.
After attending Lanier High School, Neil worked as a framing carpenter and subcontractor, building many homes in the area. He later worked for the City of Austin and various apartment complexes, where he was responsible for the building and facility maintenance and repairs. Before retiring due to illness, Neil worked as a self-employed carpenter.
Neil had many interests. In his early years he raced motocross and loved to ride motorcycles. He also loved the outdoors, which included golfing, camping, fishing and boating.
Neil is survived by his wife of 42 years, Janet Langley; his children, Ryan Langley and Justin Langley; his grandchildren, Gracelyn, Addisyn, Lillian, Juliette and Luke Langley; his siblings, Karen "Susie" Clowdus (Mike), Gary Langley (Mary), John Langley (Brenda), Carol Arnett (Brad) and Lynn Wilson (Jeff); his sister-in-laws, Martha Jones and JoAnne Harris (Dave). He is also survived by many nieces, nephews, cousins and other relatives.
Neil was predeceased by his parents, Ramon "Ray" and Ruby Langley, and his brother, Don Jones.

A memorial service for Neil will be held Saturday, January 25, 2025, from 1:00 PM to 2:00 PM.
