Born May 11, 1940, in Washington DC.
He was the son of the late Edward W. Mandley and the late Catherine V Mandley. In addition to his parents he was preceded in death by his brother, Lewis W. Mandley. He is survived by his brother Ronald A. Mandley and his children Albert (Dickey) Mandley, Janeen Anderson, Pamlea King, and Catherine (Cathy) Tolson. 9 Grandchildren and 17 Great Grandchildren.
He retired from American Construction Engineering
