

Born near Elizabeth City, NC on February 27, 1918; Frances was 17 when she moved to Norfolk, VA to take a beautician course. There she met Bryce Wagoner, then owner of Bryce’s Sandwich Shop. The two were married and eventually moved with their growing family to Raleigh so Bryce could take advantage of emerging business opportunities in the restaurant and hospitality business. Bryce Wagoner died in 2004. Also predeceasing Frances was her brother, Carroll Williams.
Frances was a caring, loving parent and grandparent whose primary goal was the happiness and security of her family. She was a parishioner at the St. Michael’s Episcopal Church. She also supported her husband in many of his business, civic and charitable activities.
Surviving Frances are her three children and their spouses – Carolyn Van Wagoner, of Bedford, VA, Ron Wagoner and his wife Jenny, of Raleigh, and Sherry Hill and her husband Tui, of Gaithersburg, MD. She is also survived by grandchildren: Jack Mann, of Big Island, VA and Holly Layne, Laura Carrington and Leslie Hicks, all of Lynchburg, VA, Ben Hill, Nick Hill, Bryce Wagoner III and Zack Wagoner, all of Los Angeles and Abbie Wagoner, of Cathedral City, CA.
A Visitation will be held from 6-7 PM on Wednesday, April 14th at Brown-Wynne Funeral Home (300 St. Mary’s Street). Funeral Services will be held at 2 PM on Thursday, April 15th at St. Michael’s Episcopal Church. Interment will follow the service at Oakwood Cemetery.
