

Richard was born in Harrisburg, PA to the late Edith Winifred Fagan and Phillips Brooks Scott. He graduated from Central Dauphin High School in 1957, and earned a Bachelor of Science degree in 1961 from The Pennsylvania State University. He served his country proudly with the United States Air Force, retiring as a Lieutenant Colonel, Master Navigator. He was also employed for many years with IBM as a Programmer.
Mr. Scott is pre-deceased by his wife Sara Jeanne Scott in 1992 and is survived by his wife, Janet Martin Scott; daughter, Cheryl L. Scott of Raleigh; son, William K. Scott, and his wife, Kimberly, of Weston, FL and their sons Kevin, his wife Michelle and their daughter Mia; Kyle and his wife Faith; Janet's daughters, Elizabeth Jones and her husband, Robert, their daughters Ashley, her husband Evans and their son Rhodes, and Charlotte; Meredith Blanton, and her husband Brian and daughter Megan; Anne Griffin and daughter Grace.
A Celebration of Life was held on Saturday, April 25, 2026 at 1:00pm in the Chapel of Mitchell Funeral Home. A private burial will follow. The family will received visitors prior to the service, beginning at 12:00pm.
