

Thuy was born in Can Tho, Vietnam, to Ngo Nguu Quot and Ann Hong Sheppard. She lived in Richmond since September 1990, and was a devoted congregant of the Church of the Vietnamese Martyrs. Strong in faith, she dedicated much of her free time to volunteering with her prayer group.
In July 2003, she opened up her own tailoring business, T’s Alterations, and made many friends through her work over the next 20 years before retiring in 2023. Outside of work, she enjoyed going on cruises and traveling to Vietnam with her husband, Huy. However, her favorite pastime was getting to know her granddaughter, Vivian.
She was preceded in death by her father, Ngo Nguu Quot; brother, Joe Ba Sheppard; and nephew, Joseph Ba Sheppard. She is survived by her husband, Huy Van Vu; daughter, Helen Vu; son-in-law, Casey Starr; granddaughter, Vivian Vu Starr; son, Harry Vu; mother, Ann Hong Shepherd; brothers, Ngo Ba Khoa and Jamie Tien Sheppard; sister, Maria Bach Sheppard; nieces, Jennifer Hoang and Annie Sheppard; and nephew James Sheppard.
A visitation for Thuy will be held on Friday, September 12, 2025, from 5:00 p.m. to 9:00 p.m. at Woody Funeral Home-Parham, 1771 North Parham Road, Richmond, Virginia. A funeral service will take place on Saturday, September 13, 2025, from 9:00 a.m. to 10:00 a.m. at the Church of the Vietnamese Martyrs, 12500 Patterson Ave, Richmond, Virginia. A graveside service will follow on Saturday, September 13, 2025, from 10:15 a.m. to 10:30 a.m. at Westhampton Memorial & Cremation Park, 10000 Patterson Ave, Richmond, Virginia.
